REDWOOD CITY, Calif. – In its latest move to attract highly skilled immigrant workers to the United States, the Obama administration announced a proposal on Tuesday that would grant work permits to some spouses of H-1B visa holders.

Under current law, the H-4 dependent spouses of H-1B visa holders or highly skilled workers cannot legally work unless they obtain their own visas.

According to the Department of Homeland Security, the new proposal would affect the spouses of as many as 100,00 H-1B visa holders who have begun the process of applying for green cards through their employers.

Republican critics were quick to slam the H-1B plan, accusing the administration of acting without congress to change immigration policies.

The rule change is set to be published in the Federal Register later this week.
