Utah drowning victim identified as Filipino exchange student

REDWOOD CITY, Calif. – The Piute County Sheriff’s Office in Utah has identified a Filipino foreign exchange student as the one that drowned in Otter Creek Reservoir on Saturday.

The sheriff’s department says 19-year-old Jommel Jan Salonga Muhi drowned after the boat he and his brother were in capsized.

Officials say the cold water made it hard for Muhi to swim. He also reportedly suffered from cramps.

Officials also say he was not wearing a life jacket.

Muhi’s brother, however, was able to swim back to the boat.
