REDWOOD CITY, Calif. – Police are investigating the death of a 23-year-old Filipino man who was shot and killed early Sunday outside a Winnipeg, Canada nightclub.

The victim was identified as Rustom Vito Paclipan.

Winnipeg police say Paclipan is one of three men shot around 2 a.m. outside the Opera Ultralounge nightclub.

But the other two survived.

A 16-year-old boy and a 21-year-old man named Marcus Richard have been arrested in connection with the shooting after days of searching.

Richard was charged with first degree murder and two counts of attempted murder.

The 16-year-old has been charged with manslaughter.

Paclipan, who was born in the Philippines, moved with his mother to Winnipeg 10 years ago.
