Pinoy Panawagan: Petitioning children under U.S. parole program

We received this question from the widow of a veteran who asks:.

I would like to petition my two children who are still in the Philippines. In 1990, my husband did not come to the U.S. Although he has the intention to do so because he was already suffering from Alzheimer’s, high blood pressure, gout, rheumatoid arthritis, and heart disease. He eventually died in the Philippines.

As a surviving spouse, is there a restriction in the parole program that only veterans who have come to the U.S. can apply for parole? I am a U.S. citizen, and had filed I-130 for my children.
