If I was petitioned by my US citizen sister in 1982 and my daughters are only 1 and 2 yrs old. Is it true that under “Derivative ” my daughters are also entitled under my visa?

Both of your daughters will be included when you acquire your immigrant visa as long as they are not over 21 years old at that time. You mentioned that your daughters are 1 and 2 years old in 1982, by the time you get approved for an immigrant visa your daughters will be way over 21 years old because sibling to sibling petition normally takes 20 to 25 years or longer. It’s 2014, you’re probably here in America long time ago without your two daughters. I hope the first thing you did when you arrive in the US was to file petition for your two daughters so they can join you in the very near future. Good luck!
