NY lawmaker calls for state-level citizenship for undocumented

REDWOOD CITY, Calif. – With immigration reform stalled in Congress, state lawmakers in New York propose their own solution to the broken immigration system in America.

Advocates and bill sponsor Democratic State Sen. Gustavo Rivera launched the “New York is Home” bill Monday.

It would allow non-citizen immigrants, including the undocumented, to become New York state citizens and would even be allowed to vote and run for office.

Applicants would need to provide proof of:

• Identity
• Three consecutive years of residency in New York
• Three consecutive years of paying taxes

They must also promise to:

• Obey the law
• Agree to jury service

Under the proposal, legal state citizens would also qualify for Medicaid coverage and be eligible for professional licensing tuition assistance, as well as a state driver’s license.
